As Chairman of the Subcommittee on Railroads, Pipelines and Hazard Materials of the Committee on Transportation and Infrastructure, Congressman Payne is directly overseeing the delivery of billions of dollars in federal funds for major infrastructure projects for New Jersey. He has made completing the Gateway Project his top priority and is working to expand access and reliability of passenger rail nationwide, while also investing in our roads, bridges and other physical infrastructure in Essex, Hudson, and Union counties.

Co-wrote the Infrastructure Investment and Jobs Act (IIJA) which provides $1.2 trillion for roads, bridges, water infrastructure, internet, climate resilience, transit, and other major physical infrastructure projects. Congressman Payne co-authored the House version of the bill. This includes 110 billion for roads, bridges, and major projects and reauthorizes the surface transportation program for five years. The IIJA includes $66 billion dollar investment in passenger rail which will fund $22 billion in grants to Amtrak, $24 billion for Northeast Corridor modernization, $12 billion for intercity rail service.

The IIJA also includes $65 billion for broadband infrastructure and deployment, including provisions to close the digital divide in low-income communities. It also includes $17 billion for port infrastructure, $25 billion in airport infrastructure repair and improvements such as Newark Airport and the Port of Newark.

As a result of the Congressman’s efforts, New Jersey will receive billions of dollars in infrastructure funding including $8 billion in funding for highways and bridges, $4.5 billion to improve public transportation options across the state, $104 million to support the expansion of an electric vehicle charging network, and $42 million in formula funding for highway safety traffic programs.
