A strong supporter of gun safety laws, Congressman Payne understands that illegal guns are a threat, especially to Black and brown communities and he’s working to take more guns off the streets to protect residents. He’s committed to providing the resources needed for law enforcement to make our cities safer, while also fostering greater accountability and improved relationships between police and the community.
 

• Authored the Safer Neighborhoods Gun Buyback Act, which creates a federal gun buyback program, modeled on successful local programs.  
   

• Supported the George Floyd Justice in Policing Act, which prohibits federal, state, and local law enforcement from racial, religious, and discriminatory profiling, mandates training on racial, religious, and discriminatory profiling for all law enforcement, makes it easier to prosecute offending officers by amending the federal criminal statute to prosecute police misconduct, and enables individuals to recover damages in civil court when law enforcement officers violate their constitutional rights.
   

• Proud to have consistently received “F” ratings from the NRA for his strong support of legislation promoting gun safety.
   

• Supported H.R. 35, the Emmett Till Antilynching Act, which establish a new criminal civil rights violation for lynching.
